Conception of the Third International Economic Forum
"INNOVATIONS. INVESTMENTS. KHARKIV INITIATIVES!"

1. General Provisions

the Third International Economic Forum "INNOVATIONS. INVESTMENTS. KHARKIV INITIATIVES!" forum is carried out in accordance with the Kharkiv region social-economic development program for 2011 and plans of the Kharkiv Regional State Administration to expand international relations and attraction of investments to the region economy. Purpose of the forum:

• formation of the Kharkiv region positive image on the all-Ukrainian and international levels;
• presentation the practical steps to implement the strategy of economic reforms in Kharkiv region;
• presentation of regional investment projects;
• achievements and development prospects of the innovation and investment activities in the Kharkiv region;
• Organization of direct contacts of the Kharkiv Regional State Administration and Kharkiv region business communities with the top management of investment funds, multinational corporations, foreign embassies and international organizations for international relations activization and investments attraction to the region economy.

To the participation in the Forum will be invited for free:

• The heads of embassies, representatives of trade and economic missions of foreign embassies in Ukraine;
• representatives of regions-partners;
• heads of state agencies and departments of ministries dealing with innovation and investment activities;
• heads of departments responsible for innovation and investment activity in the Kharkov region;
• experts, representatives of investment funds, finance and credit institutions and financial-industrial groups interested in investment and innovation activity in the Kharkov region;
• winners of of the international awards of innovation projects "Kharkiv initiatives";
• representatives of international consulting companies and projects of technical assistance to Ukraine;
• speakers.

To participate in the Forum on condition of the payment of expenses incurred by the organizers will be invited representatives of Ukrainian and foreign companies wishing to learn the Forum materials, take part in its plenary sessions and round tables

2. Forum organizers

Forum is organized by the Kharkiv Regional State Administration

To improve the preparation and conduct of the Forum to its organization may be additionally involve government agencies and commercial partners who will take over some of the organizational expenses.

3. Development of the forum program

The Forum program should include the following activities:

• September,29 2011 – arrival of foreign forum participants to Kharkiv;
• September,30 2011 – three plenary sessions and three round tables of the International Economic Forum "Innovations, investments, Kharkiv initiatives" for discussion of key issues under consideration subjects;
• October,1 2011 – individual business talks and visiting of the Great Slobozhansky Fair by the forum participants ;
• October,2 2011– departure of the foreign forum participants

At the plenary sessions and round tables of the International Economic Forum "Innovations, Investments, Kharkiv initiatives" on September,30 2011 the following key questions should be considered:

• the Kharkiv region economic reforms policies;
• ways of sustainable economic development, improvement of business climate and investment activity activization in the Kharkov region;
• direction of technological modernization of economic and infrastructure development;
• creating of an effective system of the agricultural products production and processing;
• development of the technology transfer system;
• development of the international integration and cooperation.

At each of the plenary sessions should be given the summary information by topic, the position of state institutions, the point of view of experts and the program of practical actions to implement the strategy of economic reforms of the Kharkiv region. Venue of the Forum – the building of Kharkiv regional state administration at the address: 64 Sumskaya Street, Kharkiv.

4. The forum financial support

The International Economic Forum is funded from three main sources:

• Part of the expenses is covered by the regional budget which are used for for inviting of guests and speakers participating in the forum for free: ambassadors, heads of foreign trade and economic missions, regional governors from the regions parthners , government officials and deputies of the Verkhovna Rada, the top management of state administration and Kharkiv Regional Council, media representatives and other persons, other persons contributing to the growth of the Kharkiv region image;
• In order to provide the high quality of administrative and technical works on the Forum additional financial resources are attracted, these recources are obtained by paying on the count of the municipal enterprise "Industrial Park "Rogan" the organizational payments by commercial companies representatives, who wish to learn the Forum materials, take part in its plenary meetings, round tables, exhibition. • To reduce the registration fee for companies participating at their own expense the additional contributions from sponsors and advertisers, coming to the account of the municipal enterprise "Industrial Park"Rogan ", making the agreement for placing advertisements in the media, on banners and in printed editions of the Forum are attracted

5. Importance of the forum for the Kharkiv region image growth

The International Economic Forum "INNOVATIONS, INVESTMENTS, KHARKIV INITIATIVES" will provide the growth of the Kharkiv region positive image on the all-Ukrainian and international levels, allow to establish direct contacts of the Kharkiv Regional State Administration management and the Kharkiv region business community with the top management of investment funds, multinational corporations, foreign embassies and international organizations for activization of the international connections and attraction of the investments to the region economy.
