Knowledge, personality creative abilities and innovation in making decisions are key factors defining competitiveness of regions in postindustrial society. Theirs efficiency indicate the fact that the highest income level per head has those countries where knowledge is the primary resource of social production.Kharkiv region, differing from other regions of Ukraine by the highest scientific and technical level, is able to realize its own competitive advantages only created appropriate technology transfer to business infrastructure. For this purpose, the effective work of specialized techno parks has to be organized on the region territory. The techno parks are independent business companies, which have close relations with Universities and Research centres, form innovation environment by creation financial, material and technical base for scientific knowledge commercialization.

Dozens of IT-companies, carrying out orders by Kharkiv outsourcers for leading international corporations in the USA, Canada, Israel, Germany, France and other countries, work there at the present time. But the number of IT-specialists graduating Kharkiv universities is so great that every year hundreds of the best professionals are emigrating abroad.

«Intellectronics» IT-park creation will allow to form project teams of the best IT-specialists. It also will allow not only provide them with orders from foreign companies, but initiate the implementation of their own highly profitable IT-projects, profit from realization of which will be obtained by the owners of the IT-park.

Creating of «Intellectronics» IT-park pointed on :

development of integrated infrastructure for rapid growth of innovative profitable IT-companies engaged in software development, micro-electronic techniques creation as well as rendering services in information and communication technologies and getting profit by project investors from talented professionals work in the era of Knowledge Economy.

The project provides for IT-park construction with the following organizational and technical structure:

• Residency buildings (total area about 12 000 square meters) for leasing by working IT-companies and for placing Start-Up companies on easy terms «business incubation».
• Data-centre with high-speed connection to backbone links as well as providing with whole-year and twenty-four-hour functioning of IT-equipment according to level Tier3 – 1.6 h of downtime in a year.
• Conference hall for 150 seats for regular conducting international conferences and educational seminars on key subjects of ICT development.
• Negotiations rooms, café, complex of engineering and technical support and engineering infrastructure management of the IT-park.

The IT-park’s sources of income:

The main sources of income are the following business-process:

• leasing of premises to IT-companies and leaseholders rendering the basic set of services for innovative projects realization;
• data-centre and Certificate Authority of electronic digital signature keys services;
• conducting of international conferences, educational and studying programmes;
• profit on successful IT-companies activity where IT-park will be cofounder carrying in tangible and intangible assets.

Expected Results:

The creation of the IT-park provides:

• creation of an integrated infrastructure for SME development in the field of information and communication technologies. Favorable conditions for rapid growth of innovative profitable IT-companies;
• increasing in the production of goods and services in the region of information and communication technologies, their share in the total volume of the production produced in Kharkov region and, as a consequence, growth in tax revenues to budgets of all levels;

Organizing layout of the IT-park project realization:

IT-park is set up as a joint venture where strategic foreign investor and utility enterprise of Kharkiv regional council «Industrial park «Rogan» are cofounders. Moreover, «Industrial park «Rogan» carries out functions of regional agency of economic development.

Amount of investment required for «Intellectronics» IT-park construction with a total area of 12 thousand square meters is 11.5 million USD. Investment required for building on the IT-park territory «Intercom» Data Center with high-speed connection to the main channels of communication and functioning in accordance with the requirements of Tier 3 is 8.8 million USD.
Total amount of investments for «Intellectronics» IT-park project is 20.3 million USD.
