Technopolis «Piatykhatky»

Kharkiv region took the 3d place in high-tech industrial production in the Soviet Union time. Nowadays, Kharkiv is still distinguished by a high scientific and technical level: 18 institutions of the National Academy of Sciences of Ukraine, 31 Universities, which have III - IV accreditation level, 4 national research centres, 52 academicians and 86 members-correspondents, representing Kharkiv region in the national and sectoral academies of science. 210 enterprises and organizations and 23.1 thousand of employees carry out scientific and scientific-technical works in Kharkiv region. 12.6 thousand of these organizations belong to the category of researchers, including 621 doctors and 2814 PhDs. «Piatykhatky» Technopolis project is a key project for the development of regional infrastructure of technology transfer to business.

Technopolis «Piatykhatky» is created with the following purpose:

formation of market mechanisms and appropriate innovation infrastructure, capable to transform scientific and technical potential of the region to the primary resource of social production..

«Piatykhatkyi» Technopolis is created on the basis of agglomeration, which unites situated in the north of Kharkiv region Pyatihatki microdistrict, «Rodichi» cottage community and Cherkasskaya Lozovaya village of Dergachi district of Kharkiv region.

Due to the fact that the largest in Ukraine Center of Nuclear Physics and Solid State Physics – The National Science Center «Kharkiv Physical-Technical Institute» (NSC KPTI) located in Piatykhatky, the main activity of the working-age population in the area is scientific and technical activities.

NSC KPTI consists of «Institute of Solid State Physics, Materials Science and Technology», «Institute of High Energy and Nuclear Physics», «Institute of Plasma Electronics and New Acceleration Methods», «Institute of Plasma Physics», «Institute for Theoretical Physics», «Scientific-Technical Complex «Nuclear Fuel Cycle», «Research and Production Complex «Renewable energy and energy saving technologies».

Moreover, Institute of High Technologies and School of Physics and Technology of V.N. Karazin Kharkiv National University are in the microdistrict Pyatihatki. Also, numerous innovative companies and «Slobozhanschina» Ukrainian-Russian technopark created in September, 2011 for the commercialization of scientific developments are work there.

The population of agglomeration is over 22 thousand people, territory - 600 hectares, the agglomeration has a convenient transport links: the Kharkiv ring road and Kharkiv - Moscow international highway pass through its territory.

Agglomeration has all the characteristics inherent in technopolis: in its economic leadership role played by scientific institutions, developing new technologies, corresponding to the priority areas of science and technology in Ukraine, as well as the productions, which use in its operations innovation technologies. The volume of scientific and technological products in value terms is over 50% of the total production of all businesses located within the metropolitan area.

All three villages already have the appropriate engineering and social infrastructure, minimizing the financial and time costs of implementing the project of technopolis creation . And at the same time in the agglomeration there are free sites for the construction of new laboratory, industrial and office buildings that can attract investment without lengthy approvals and procedures of changing purpose of land.

The activity of the «Piatyhatky» technopolis will be focused on the following priorities:

Aviation, machine tools, innovative mechatronics
New technologies in agroindustrial complex

«Piatykhatky» Technopolis project provides for construction of the following organizational and technical infrastructure:

• «Integro» International Center of technology transfer – office and laboratory building for placement of innovation companies and representative offices of international corporations, on the territory of which it also will be the following anchor leaseholders ministrant to the formation of innovation infrastructure:
  • «Introduction» Centre of prototyping and public access to high-tech equipment
  • «Cradle of genius» Business Incubator for Start-Up and Spin-out companies placing
  • Centre of marketing services and subcontracting
  • «Brainstorming» recruitment agency
  • «Knowledge Economy» Business School
  • «Energy of growth» standing exhibition of innovations
  • Facility Management company – company for real estate and engineering infrastructure managing.
«Business Start» Seed Fund – for funding Start-Up and Spin-out companies in the initial stage of its creation
«Innovations of Slobozhanshchina» Venture Fund – a venture capital fund for innovative companies financing
«Intellectronics» It-park – the technopark, which has a complex infrastructure for accelerated growth of innovative high-yielding IT-companies, engaged in software development, creation of micro-electronic equipment and services in information and communication technologies. «Intercom» data centre will be within the territory of the it-park. The data centre will be characterized by high-speed connection to the main channels of communication and full-time and year-round functioning of the established IT-equipment in accordance with the level of Tier 3 (level of Tier 3 – 1.6 hours of unplanned downtime per year)
Laboratories and pilot productions created by innovative companies within the territory of the technopolis.

Organization scheme of «Piatykhatky» Technopolis project:

For the project realization Kharkiv Regional State Administration established a Coordinating Council of «Piatykhatky» Technopolis. The Coordinating Council consists of representatives of the Cabinet of Ministers of Ukraine, Kharkiv Regional State Administration, Kharkiv City Council, National Academy of Sciences of Ukraine, experts specializing in each area of the technopolis activity.

Particular enterprises, creation of which is planned in «Piatykhatky» Technopolis, will be established either with 100% foreign capital, or in the form of joint ventures; co-founder of which, together with foreign strategic investors, will be Utility Enterprise of Kharkiv Regional Council «Industrial Park «Rogan». Utility Enterprise of Kharkiv Regional Council «Industrial Park «Rogan» fulfils a function of regional economic development agency.

Investment level

Total amount of investment planned for the project implementation is 189.9 million USD and includes the following independent investment projects:

  • Construction of «Integro» International Centre of technology transfer – office and laboratory building containing «Introduction» Centre of prototyping and public access to high-tech equipment with 20 thousand square meters area – 62,5 million USD.
  • Construction of «Intellectronics» IT-park with 12 thousand square meters area and «Intercom» data centre – 20,3 million USD.
  • Creating of «Business Start» Seed Fund for funding Start-Up and Spin-out companies – 5,0 million USD.
  • Creating of «Innovations of Slobozhanshchina» Venture Fund for innovative companies financing – 100,0 million USD.
  • Investment to the following projects on the Technopolis territory: Centre of marketing services and subcontracting, «Brainstorming» recruitment agency, «Knowledge Economy» Business School, companies for the technopolis real estate and engineering infrastructure managing – 2,1 million USD.

Payback period

Net Present Value (NPV) of the technopolis basic projects set estimated at 150 million USD within 7 years with a payback period nearly 5 years. Internal rate of return of the project (IRR) will be 21%.

Investment mechanism

The share of state and regional investors in the projects that will be implemented in Piatykhatky Technopolis ranges from 0% to 51%.

Project Timing

Objects of Technopolis "Piatykhatky" are planned to be built within 24 months, their lifetime - at least 30 years
